Overview

The Directorate of Administration is the central administrative wing of the Workers Welfare Board Sindh (WWBS), responsible for providing strategic administrative support to the Secretariat, Regional Offices, Educational Institutions, Industrial Homes, Secretariat Training Centres (STCs), Labour Colonies, and other establishments functioning under the administrative control of the Board.

The Directorate ensures effective governance through efficient human resource management, establishment administration, legal coordination, procurement, transport management, housing administration, medical facilitation, and implementation of Government policies. It is committed to maintaining transparency, accountability, operational excellence, and continuous improvement in administrative processes to support the Board’s mission of promoting workers’ welfare throughout Sindh.

Mission

To deliver efficient, responsive, and quality administrative services through effective human resource management, sound governance, regulatory compliance, digital transformation, and continuous administrative reforms, ensuring timely support for all departments and stakeholders of the Workers Welfare Board Sindh.

Core Functions

The Directorate of Administration performs the following core functions:

  • Administration and establishment management.
  • Human Resource administration and personnel management.
  • Recruitment, appointments, promotions, transfers, postings, and retirements.
  • Processing of leave, No Objection Certificates (NOCs), service verification, and service records.
  • Preparation of notifications, office orders, summaries, working papers, and official correspondence.
  • Administrative supervision of Head Office, Regional Offices, Educational Institutions, Industrial Homes, STCs, and Labour Colonies.
  • Coordination with Government Departments and industrial worker  organizations.
  • Legal coordination and monitoring of litigation before various Courts and judicial forums.
  • Coordination of inquiries initiated by NAB, FIA, Anti-Corruption Establishment, Ombudsman, Audit Authorities, and other regulatory bodies.
  • Procurement and store management in accordance with applicable procurement rules.
  • Fleet management, transport administration, vehicle maintenance, and POL management.
  • Housing administration, including allotment and transfer of residential accommodation.
  • Administration of employee medical facilities, hospitalization, referrals, reimbursements, and panel hospitals.
  • Record management, document control, and office automation.
  • Coordination of Governing Body meetings, Departmental Committees, and implementation of approved decisions.
  • Administrative reforms, digital governance, and organizational development.
  • Performance of any additional functions assigned by the Competent Authority.

  • Promotion of accountability, transparency, and good governance throughout the organization.
